Because your resume is going to be long-lived and probably will not change until you find a different job, you will use the same resume for each job application - that is why it is extremely important to spend time building your resume and make it perfect! You want your resume to fit on as minimum pages as possible - 2 pages is max and there should be not one white space on the page. Take note to use one inch margins all around.
First, you start with your heading. This should include your name, address, contact details.
When you are describing your experience, it is extremely important to be honest, but you want to be selective about what you should include.
A good tip would be to use the year you worked/volunteered at instead of using the full date. This way you can leave out the 'bad' gaps of your previous company and no one will know. Always include relevant work experience when you are applying for a job. For each job give a job title and summarise your responsibilities in two-three lines, then you will want to mention some achievements in bullet points.
Now if your qualifications are the true selling point, put the Qualifications section right after your heading. But, if they are not up to date or not really relevant to the jobs you are applying for, just relegate them to the end.
In past years, including your hobbies or interests were seen as unnecessary, but now the tables have actually turned and you should really consider to mention them - usually at the end of your resume. Employers are actually interested to see what you do outside of work!
